When someone has received death threats, aren't you supposed to detain those making the threats, not the person being threatened?

Why is it that the person who writes a newspaper article on a prominent somebody making racist comments gets into more trouble that the prominent somebody who was making those comments?

If I talk some more, will ISA detain me as well?
